11.
The cost of teachers' salaries and allowances shall be estimated in accordance with the scales set out in Appendix A to this Code.
The employment of untrained teachers shall be approved only when suitable trained teachers are not available.
12. The Salary scales laid down in the preceding section shall apply only to full time teachers. The salaries of part time teachers shall be in the proportion

13. The number and qualifications of teachers in cach school shall be subject to the approval of the Director of Education both on the introduction of this Code and periodically thereafter.
14. (i) In respect of premises not owned by the school authorities the expenditure may include the rent actually paid subject to the approval of the Director of Edwation after consultation with the Government Assessor.
(ii) In respect of premises owned by the school authorities the expenditure my include a sum not exceeding 2% of the capital value subject to the approval of the Director of Education after consultation with the Government Assessor.
15.
The ordinary tuition school fees to be charged in each school shall be determined by the School Managers subject to the approval of the Director of Education. The inclusive monthly fee as laid down in the Education Ordinance must also be submitted.
16. Each school manager shall render quarterly to the Director of Education a statement of income and expenditure in an approved form, and keep books of accounts and receipts as laid down in the Education Ordinance.

The income of a school, including the Government subsidy, shall be applied solely to the purses of the school.

PART II. Capital Subsidios.
Where the cost exceeds $20,000 a subsidy not exceeding one-half of the actual cost may be inde towards the building of a new school or for extension or structural repairs to an existing school not in rented premises. Where the cost is less than $20,000 an amount exceeding one-half may be paid provided the Director of Education is satisfied that the school is necessary and the local inhabitants cannot raise the required half.
19. The site, plans, estimates, specifications, title and trust be previously approved by Government.

20. The Trustees or other legal representatives of the school must state by a declaration of trust to be registered in the Land Office:
(a) That the premises will be used solely for educational purposes, (b) That the school will be managed in accordance with the Subsidy
Code in force for the time being,
(c) That if they should hereafter desire to release themselves from
the foregoing obligations, they will repay the whole amount of subsidy,
(a) That if required by the Director of Education they will execute a legal mortgage f the school praises to secure the repayment referred to in paragraph (c) of this clause. No other mortgage of the promises may be made.
